The Arkham Knight season pass has gone under a lot of fire, that it was far too expensive and does not pack enough narrative meat, so bundling the game and all the DLC would be a great way to increase sales.

2. Having a distraction from Return to Arkham and Arkham VR

Since both Return to Arkham and Arkham VR are not going to be out for a while, having a GOTY edition for Arkham Knight will give casual Arkham players who didn't buy the season pass, a distraction from all the negativity surrounding the Arkham series, right now, as Arkham Knight was considered a bit of a disappointment, the un impressive graphics of Return to Arkham, and the ridcolously short Arkham VR.
