Suicide Squad Comic Con Joker Batman Revealed?

At Comic Con, thanks to Batman News, for showing this photo of what could very be the Joker impersonating as Batman. Take a look at the shot below.

This could be just a fan delight at Comic Con and will not be a film, I find this to be very unlikely. So this could very much be a moment or scene in the film itself, I am kind of stunned that they showed this. It was kind of like when Doomsday was shown in the second Batman V Superman trailer.
